Police have almost limitless freedom
Black lives matter. And the police have almost limitless freedom to do whatever they can to defend their lives, to reduce their exposure to harm or injury, including deadly force--and not as a last option behind an array of non-lethal options. Modern American policing doesn't even think about winging anyone or shooting anyone in the arm or leg. If you're an officer and someone comes at you with a gun, a knife, or a noodle, your job is to empty your personal weapon into the center mass of the attacker until the threat is neutralized.
