How about this as a baseless Novel Coronavirus theory?

I should write a novel about such a thing but make it happen in the future so nobody figures out that I am actually talking about this particular global pandemic: America released Novel Coronavirus to the world, blaming China, and then acting like they were the worst affected in the entire world as a redirection bluff? "I mean, how could America have done it? Look, they're the most terribly affected, it couldn't have been their plan!" A perfect crime! And there didn't need to be any actual infections, just ginned-up PCR tests with way too many cycles, resulting in extreme amounts of viral fragment amplification, thus a universal perception of hockey-stick levels of infection spread. And, with a little "lies, damn lies, and statistics" tomfoolery, it's easy to roll all chronic, season, natural, and pneumonia-associated flues and respiratory diseases, including natural deaths from age and sickness and the confluence of comorbidities and poor health, into the official lists of COVID-19-related deaths, numbering in the hundreds of thousands! "But what about flu season?" "Well, there wasn't one," one would answer, "because of all the masks and social distancing and the shelter in place and the quarantining. Only COVID deaths". Tada!
